Council of the Federation
The Council of the Federation was established by Canada’s Premiers in 2003
because they believe it is important for provinces and territories to play a
leadership role in matters that are important to all Canadians. A number of
key initiatives were identified by the Council of the Federation of which one
is literacy. In order to bring recognition to literacy achievement in every
province and territory, Premiers created the Council of the Federation Literacy
Award. This Award celebrates the efforts of people from all walks of life who
are contributing to increased literacy. In each province and territory, the
Award is given to recognize the excellence of educators, volunteers, learners,
and community corporations/businesses.
The Council of the Federation literacy symbol, which represents achievement in the promotion
of literacy, depicts the image of a person as a bright light rising out of the pages of an
open book and conveys success and celebration. The colour red represents passion and energy
and the colour gold represents success and attainment.
